First you need to remove the paint. Use an automotive chemical paint stripper. Take your time and use as many coats of stripper as needed, do not rush as you do not want to scratch the aluminum.

You then need to buff the aluminum with something soft like some grade 1000 sandpaper and some SOS pads. Try with the pads first, if it is too soft go with the sandpaper.

Or have a professional buffer do it...
