When I did my restoration, I managed to barely soften the tar panels with a heat gun, never melting it. I would remove whatever was left with kerozene. If there were chunks left in tight corners, I used an air powered wirebrush.
My friend used some dry ice to refrigerate dramatically the tar, it would then crack and peel as soon as you touched it...
