To tighten the nut on the end of the tie rod you need to put some upward thrust on it(ie get a jack under the tie rod and jack it up to the strut). This pushes the tapered bolt firmly into the strut.

To get the tabs off I used a grinder and just ground down the folded over sections. Or you can hack-saw through it.

If the new tabs won't fold over the new tie rods, you have the wrong ones - there are two designs, one with a larger flat portion than the other. Get the right ones - the locking tabs are VERY important!
