I know 5/3 Bank (headquartered in Cincinatti, Oh) will loan upto a certain % based on the year, and finance it for upto three years (went from 4 years to 3 years last time I checked)@ a decent rate.
I also know my credit union will finance 100% of the NADA Values. There is one stipulation for this though, the car must be running. (So don't buy a kit car (resto project) and expect them to give you Nada value to complete it!!)
