Does anyone have this wheel? Should it come with any parts other than the wheel itself and the cover? Does the fact that my steering column originally had an airbag have anything to do with this?

The airbag equipped cars have longer splines, so his problem probably is he can't get the nut to tighten down on your new Evo wheel.

What he needs to do is use a spacer to bring out the wheel some. What I did is used the spacer/bearing that is behind BMW steering wheels. If you take off the steering wheel off practically any BMW you'll see what I mean, it keeps the steering wheel from binding. It'll be the perfect size for your M3. Grease it so it doesn't make any squeaking noises.

I'm sure there are other spacer methods. Is this mechanic for real? I'm a big dummy and I could figure this out.
