was replacing the rear shock mounts when I noticed this custom job from the previous owner (or somebody)

also i just noticed, what is that black stuff on the rear quarter? Fire? I hope not!

any idea what those are supposed to do? can somebody see what there clips do since the white and black harnesses don't line up.
