If it is dependent of speed, I would check all wheel bearings.

If it is dependent of RPM, I would have a friend rev the engine as I would try to locate the source of noise in the engine bay. Maybe the pulleys need to be dressed with vasoline. If whining occures only on radio, that would be induced by the ignition wires.
