72k miles is not on the low end of the mileage and $16.5 k is not cheap. He is not in a price or mileage bracket where everyone will jump on the car. If it were $8k or 25k miles, there would be a lot of other possible buyers.

Just offer what you have in mind and tell the seller that this is your max in your allowed budget, and wait. If he accepts, that is perfect. If he refuses and sell to someone else, then the other buyer will just end up with a car too expensive for what it is worth.

Did you check Grassroots Motorsport? $7.5 k for a car that needed not that much.

At $15k you should have a pretty large selection of cars...
