I was thinking of my Aerospace classes, where you have shaft horsepower (SHP, which is measured at the crank), which you need to convert to "available horspower" by taking into account losses due to propeller efficiency, and for some reason, was thinking of BHP as the same idea as "available horsepower". I looked it up and I believe that you are correct in that it is measured at the crank, before adjustments for power loss through the various mechanical systems.
