They just reassemble used parts, there is only the minimum work done. Never valve guides or anything. just the cheapest job: Lapped valves instead of cut seats, knurled guides instead of new, used pistons with new rings and a hand hone crosshatch, cheesier than a Pep Boys reman. they don't even surface the head if it is possible to try to get away without it. I know people who work there, I am in the same town, and they have been doing business this way for years and make TONS of $.
