The problem is that the cracks are in the "substrate", not in the paint, and the bodyshop is not addressing the problem. The cracks need to be ground out and filled with a filler that is compatible with injection moulded foam. There is supposedly some new material on the market for repairing just this kind of stuff. I'm no expert, but I've had a few repaired over the years, and my bodyshop fixes them "right" with this stuff.
