The fan clutch allows the fan to spin at different speeds depending on the temperature of the car. When the car is cold, the fan spins slower allowing the car to warm up faster. When the engine gets hotter the peice on the inside? expands? and causes the fan to spin at the same speed as the engine.

At least that's how I understand it.
