If the job is properly done, you should not have to expect a value decrease. But beware, as a properly done job involves a complete stripping of the car to the bare shell, and this is very expensive. Nut and bolt stripping. Interior, exterior, etc. Short of doing this, you will face a huge decrease in value. Nobody will pay top dollar for a hack job.
Complete repaint of a car is usually done on a racecar because it has to be completetly stripped anyway.
