You can put a few thick phone books or a block of wood under the wheel for which you're replacing the shock mount. You don't want the full weight of the wheel hanging unsupported anyway. If the car was to fall off the jack, it wouldn't fall very far, and the spring is still there to support it. Again, you never want to be UNDER the car if you're doing something like this, but I certainly wouldn't call it unsafe if you take care.
