My car had the same rust problem around the windshield. I had the whole lower cowl section cut off and replaced with a new one that I got from Maximillians. It's been many months ago but if I remember right the piece was only about $90.00 and now I am not paranoid that rust is regrowing from the same spots. I do not remember any drain holes in the piece at all, I believe the windshield seal and glue/exopy should keep the water out. Of course since the glue has to be cut out of the frame when replacing the windshield, a scratch will cause moisture to be trapped and start the rust. BTW, there are drains in the black grill area (that sit in the lower cowl piece), but not in the cowl itself.
