The offset on the control arms is the result of an M3-specific bushing that can be retrofit to any RWD E30. To use the M3 front sway bar, you need to have mounting points welded to the strut tube, which is a better setup than ordinary E30s that attach the sway bar link to the control arm. As far as I know, the M3 steering rack can be installed on a regular E30, although you can also make an E36 rack -- which also has a quicker ratio -- fit with some modifications, as well (it might be cheaper to go this route).

Theoretically, the above, with the proper springs and shocks and a similar wheel/tire package, should give a 318is more or less commensurate handling to an E30 M3, although the latter would still have better aerodynamics.
