...of the intake manifold, on the driver`s side of the fuel rail. No power, you`re checking resistance of the coils of the ICV. There are three terminals. Check the part of the connector that remains attached to the fuel rail bolt, with wires running down under the manifold. There are three terminals; check resistance between the center terminal and each outer terminal.
After reading the other posts, have you made sure the throttle cable housing is not sliding out of the adjuster on top of the plenum? There are little clips available for cheap (I can look up the part#) if you have that problem.
