The city light on top is wired to the side marker light since the euro cars don't have these on the bumper. Those cars have blinking sidemarkers on the Fenders just forward of the door wired to the front bumper blinker. The headlight markers do not blink...

The smile on the bottom of the light is a reflector. Since the euro lighst project light further down the road they don't light up just in front of the car for something like driving through a parking lot. This is why this reflector was added on later cars. One thing to note is US spec cars light up more to the side. The US reg guys say its easier for your eyes to adapt from starring at the lights driving down the road to moving your head to the side in the darkness at night say to look at a road your coming up to. The TUV german guys say if you need this then your vision is to poor and you should be driving anyways :-) . I agree the euro lights are a lot better. I rather worry whats in front of me than to the side. I use the Hella Optilux bulbs they contain a small amount of xenon gas and use pure quarts. So the light is bright white. Not blue like some of the cheaper bulbs. You pay more for the Hella but they have a lifetime warranty. They say they are 25% brighter. Since the lows are projector is use the 100watt H1 bulbs. No complaints from oncoming drivers yet.
Just my 2 cents...
