The TPS is a 2 way on-off switch. It only tells the computer when it is at idle and when it is at Wide Open Throttle. In theory you should have either an open loop or a closed circuit. If you end up with a negligeable resistance, that may only mean that there is some dirt or bad wires on your multimeter. But your readings are fine.
