I had that last time I got an MOT (UK). I bought a 2nd hand rack that was supposed to be OK - the play was fixed and it passed the MOT, but a couple fo days later I dropped all my steering fluid over about 50 mi.

It went straight back, the guys who supplied the rack (Munich Legends) rebuilt it for free replacing the seals and curing the problem.

Only problem was, by the time I paid for fitting the rack twice (and the associated allignments) it worked out about the same price as a new one.

Are you sure it is the rack. The track rod ends get a real hammering and don't last long. If it means stripping the rack to repair you may find a new rack will be cheaper.
