It must be something like that because the rotor isn't really subjected to much stress otherwise. It's just a well-balanced, lightweight, over-fastened piece of plastic that spins around. Surely you'd have to get something loose or out of balance for it to shatter. I can't really imagine another scenario.

Its not "normal" but its not unheard of.

Likely an imperfection in the manufacturing process, plus the stresses of being attached to an S14.
