I had the same rust around the windshield when I bought my car. I had the windshield removed and the entire lower cowling cut out and replaced with a new one. Just call up Maximillians and order the part (I think it was around $180) and have a good bodyshop do the work for you - you'll be glad you did because it's like having a broken tooth fixed, the cars 'self-image' really goes up. My car was good looking before but all I could see was that ugly rust. Pull your carpet back, especially on the passenger's side and make sure there's no rust there.
