Remove the small trim inside the wheel arc area and you'll see where the fender and the bumper cover are not alligned. See if the bumper cover has popped out of the bracket, it'll be obvious. If that is not the case then you can drill a small hole through the "hidden" upper lip of the bumper cover and the lower "hidden" lip of the fender and install a strong plastic tie-band. Pull the band tight and the bumper cover will line up with the fender. Re-install the wheel arc trim and you're done. Remember this will have to be cut before removing the bumper in the future.This will work but probably isn't the popular fix because it's actually just keeping you from replacing a bent bracket or something.
