wiper moves slow/no washer power (archive)

my windshield wipers move slow-almost even to a point that they're traveling/wiping in a jittery kind of fashion(reminds me of a 1930 era kinda wiper) anyway, is this maybe due to the wiper switch on the steering console or the motors themselves?-my windshield washer doesn't work too-motor's fine-was hooked up directly to 12 v and it pumped washer fluid-so posiible windshield washer/wiper switch or relays? any input would be appreciated....tia,rob 88is,90 m3
