Passed state inspection - but just barely,why?? (archive)

I had my car inspected this weekend and I got my sticker but the guy doing it said it wouldn't pass next year because of new testing equiptment they'll be required to use. He commented on the amount of exhaust he could smell, said it was a strong 'carbon-dioxide' odor. My numbers are as follow: HC-191 , CO%-0.41 , CO2%-10.6 , 02%-0.0 , Dilution%- 11.01 . What are the main (gereral) causes of that odor which is not all together a fuel smell? I replaced the Oxygen sensor about 8 months ago, Catalytic Convertor 14 months ago. Could too much sparkplug gap cause this? What about a dirty(needs to be cleaned) K&N airfilter? How about cap/rotor, plug wires? Fuel injectors? I know I need to synch my throttles and reset the AFM - will do that very soon, would that be the problem? I want it to pass nicely next year..thanks.
