I almost bought a different E30 M3 from him in January. It was advertised as "perfect", but when I drove out there to pick it up it the excuses started. I wanted him to meet me at a local shop for an inspection. "Oh, I'm running late and can't make it, come over to my house and my friend will show you the car"....and "Its stalling a bit but its just a bad fuel pump which I'll fix for you"....When I get there it wouldn't run at all, was repainted and full of bondo, had wires hanging all over the place, and had clearly been tracked hard. I asked him all sorts of questions about it "when was it repainted"... he said 2 months ago but the car had WAY too many chips to be a 2 months old paint job. No paperwork at all to back up what he said had been fixed. So basically, I personally wouldn't trust him.

So he pulls out this silver "evo" and asks me if I'm interested. I looked it over and its fairly nice on the outside. I didn't drive but it was running. The interior looks wierd with the "custom" leather work and mismatched panels. He also wouldn't tell me anything about what Evo parts had been installed or who did the work. So, I had a really bad impression about these guys. They kept talking in their own language and laughing at me and my wife.

Just my opinion.

BTW, Houston has had a lot of flood cars lately, and some of them are being bought/sold without going through insurance so it can show up as a clean car.
