Non-use can be just as bad as abuse if the car wasn't stored properly. If the car sat in a damp garage for 10 years with 2 gallons of gas in the tank and hasn't been touched, you'd probably have big problems with it. If the owner went through the trouble to drain the gas tank, put fresh brake fluid in it now and then, keep the interior clean and do all of the other little things that should be done when storing a car it'll probably be Ok.
