i'm planning on upgrading my '88 suspension to Eibach pro-kit with billstein sport shocks, but i still want to keep
the 15"stock wheels on it until i'm ready to upgrade to 17".

That's a popular spring/shock set up which gives a firmer & lower ride with added camber to F&R.
The 15" tires will make the (new)ride slighly softer because of sidewall height as compaired to the 17". Many run the 15" on track/autox days because of less weight.

go ahead and make the change I'd say
