Need help with diagnosis rain and engine failure (archive)

This is my last resort. I have a 90 m3 with 117K miles on it. within the last 15K miles everytime it rains on the car or I wash the car it starts to buck out.--> The ideal becomes very rouph and when I floor it the ideal drops down to about 1K and the just bucks. i've also hade the car just plain stop running and after trying to start it back up the engine just turns over. I've replaces the rotor,cap, plugs and wires....no help. Any help is greatly appreciated.
