The one that reads 12V with the switch on is the common wire. Jumper it to each of the other two to turn the fan on high or low speed.

which wires do you jump? all 3 of these wires look the same (white) my guess is the two that are side by side on the plug connector. If I jump these 2 then the fan should come on?
