Which your ISP usually provides... then, you just use a "img src" tag in your message which refers to your picture at your web server. If you need web space, you can get free space at www.geocities.com. Just upload your pics and you can refer to them from here. If you need HTML advice, go to webmonkey.com. That site will have you coding HTML in a matter of minutes.
