Yes, I bought it about 3 years ago and paid the full rate and was not given a choice of individual or institutional rate at that time. But the information is certainly good for those contemplating purchasing it now.

: You are quoting the commercial rate. Tell them you are an individual. i think the cost is around $35 (I bought it about 6 months ago)
