I searched for eu literature and found a 1993 Auto und Motor which is intruducing the CSi back in 1993 and states that the CSi comes without rear seat because they were unuseful anyway and they tried to save weight. The US version has them for the same reason the Aston Martin DB7 has them too - tax purposes. If the car has only 2 seats it is a sports car with a higher taxes, if there is 2+2 (or 4) then it is just a plain coupe with a lower tax. I asked the local Aston martin dealer about it too.
All the e31's came with back seats. If someone was thinking otherwise, perhaps they saw the vehicle with the rear seats folded down and just didn't know what they were looking at. When the seats are folded down it may make the vehicle look like it didn't have any back seats.
