Next, it sounds like the dealer and BMWNA are bending over backwards to give you a new short block to replace the defective Nikasil block in your M60B40 engine. My understanding of this "campaign" is BMWNA will replace the block with an Alusil M60B44 short block. Notice the words "short block". This means only the basic operating engine, and not the electrics and fuel systems. So far, good deal.
Then they give you a quote for $6K to replace a bunch of extra stuff, which on the surface, looks entirely reasonable. Actually, it looks pretty cheap, given what I've seen some dealers charge. Keep in mind the power steering hose didn't fail the "leakdown" test, it merely wore out and is therefore a separate issue from the block problem. You might want to check on the cat converter for coverage under the EPA-mandated emissions warranty - they might pick that up. Also, since they're replacing the engine, you won't be needing an Inspection I.
Overall, I'd say you're getting a pretty good deal. Yeah, there's no loaner, but that's pretty standard. The engine is being replaced on BMW's dime, and the ancilliary parts and labor don't look out of hand.
I'd take the deal and run.
