I experienced the same symptoms: A dull whine at 3k rpm with the air conditioner on. Not there with the ac off. Turned out to be the belt tensioner bearing. Have a mechanic listen to it with a stethascope while the engine is running. If its the cause he'll hear a low rumbling from the bearing. At speeds higher than idle it translates to the whine. The tensioner is about $70 plus install labor.
