If the outside temperature is high enough, it should remain engaged, and of course, give you that uncharacteristic roar. It's doing it's job, particularly in California over the past week of high temps.
Try it on a fairly cool morning (say less than 70F), with a cold engine. Should engage hard, roar for a bit, and then taper off as the drive chamber empties of oil due to the centrifugal force. At that point, you should be able to stop the fan using a piece of folded cardboard.
It's not uncommon to get a new fan clutch that doesn't work out of the box.
