Why would you take your car to the dealer for a simple operation like removing the telephone handset?
I have found that most shops give the simple jobs to the least experienced guy, or worse yet, the known hack mechanic they keep around for these kinds of jobs.

As far as the armrest, surf over to autochic.com They have one for the E31 that fits over the center console, non retractable. I have never seen it installed, but saw it on thier site and enquired about it.
