Just had this done a little while ago (less than 2 months). The operation was a complete success - big bucks later (over a grand). I am not sure what the valve does, but I can tell you where it is...right up in the back of the dash. Not an easy place to work for a mechanic. If your dealer is telling you it may not solve the problem then they have not diagnosed it properly. If the valve is broken (mine was - caused the same noise you described), replacing it will solve the problem. It took two days to complete the work - and now I have creaks in my dash that they are trying to tell me were there all along. I will NEVER have my local dealer do work on my car again! (Can anybody recommend an excellent shop in the SF Bay Area - I am thinking Bavarian Professionals, but I have no experience with them).
