This question comes up all the time... those are not fog lights... those are often called "high speed flashing lights", or your brights when your headlights are not on. To check, flash your high beams while your pop-up lights are off... that's the only time they'll come on... they're for flashing people the high beam when you don't have your headlights on.

Actually, I use this feature all the time now when some slow mercedes is in front of me...
