Yes, as stated below, you DO need a front plate in Cal. We split the difference, my wife doesn't have a front plate on her car (but HAS been cited once) and I do. If you get cited (fix-it ticket), use double sided tape to affix the plate to the front of the car, get the ticket signed off, then remove the plate (You didn't hear this from me).
