If the the new block was installed by BMW, the block and ancillaries should be covered for 12mos/12k miles. Such coverage should be transferrable. Check to see if they replaced the water pump when they did the block. If so, that would be big plus on the longevity/maintenance side.
Purists like me would ding the value a bit since the car lacks the proper wheels. However, these days you can scoop up the proper wheels for a decent price and have the bits and pieces of an original car in your hands.
All in all, I would say that sub-$30K for this car with all the sevice records in tact is a fair price.
