first of all let me tell you something and don't take it personly :
why on the earth would you buy a car for 4,000USD more then a selling price ? I don't care about false advertising, etc. just walk away simply !
When you don't and you are willing to pay the 4,000USD higher price then they are already know you are a complete idiot so they bum you with 17.6% APR. On top of it, you do that so they are trying to hit you with a 21% APR ! she's credit not so good , etc. any financing over 13% is a cheating ! you should go to your bank and have them finance it. Anyway I'd take a car back and run home as long as I can. I'd forget those guys and I mean forever !
a '97 Civic Ex w/40k miles for 13k plus 17.6APR isn't a bad deal for you ? then what is ?
I really feel sorry for you and for your girlfriend ! Take a deep breath and take a car back and walk away from a used car dealer lots ! Go and find a nice cheap new car and get it financed with a dealer. I mean big fancy dealership ! They will charge full price (MSRP) for you but not more then that ! (if they try also walk away no car worth more then a MSRP!) don't buy any delaer installed item for 3times more money then it cost, etc...
but before go to www.edmunds.com and www.kbb.com and read about buying a used car, having it financed, etc. learn about the business before you shell out cash or sign a paper ! I'm a foreign person who had absolutely no idea of these things when I came to USA 5 years ago, but never ever made a mistake like you did.
I did the stupid but safe way - bought a car I can afford in cash. Had it financed with a bank later (just to build a credit...) and later I had a full financed car always from my Bank. They trust you more then anybody else. Also if you keep money in the bank and take a loan insuring the loan with that amount it is the safest as possible for the bank. Why is it good for you ? build a credit line.
Buy a car for 8-9k USD and if the "stealer" tells you it is a mistake tell them yes it is, you wanted a lot cheaper then that ! Never take a car without a negotiating no matter how good the deal looks like ! Showing the invoice to you ? Come on, how hard it is to come up with a fake invoice with a computer ? also was it for this car not an another '97 Civic ? or was it back in 1997 or 98 ? get out of that car as soon as you can and run !!! I'd also talk to an attorney but since you signed all those papers nothing can be done.
