Lez, I had the same problem. When I checked my fluid levels to the power steering, it was low. I went to the dealer and bought some Pentosin power steering fluid. There's two kinds,(get the kind in the white can, check the manual)and when I put it in, it solved that whinning noise when turning.

I have heard a whining noise when I move the steering wheel. Is it a power steering pump or something else ? I haven't heard it before but maybe because I have never driven with window down. I had a chance to drive in the forrest (North Carolina) and heard this silly noise.
Windows up, and you can't hear a thing. Also I noticed that my steering wheel free-play is too much, it feels strange. I might have a bad power steering right ?
