You should fill up the tank to completely avoid condensation, but condensation occurs when there are changes in temp. The good news is that the gas tank is non metallic, but the filler pipe is... So fill up the tank with some anti condensation additive. So if the temp doesn't vary too much, you are fine for a while. You rough idling is most likely due to the gaskets.
