I had the same problem with my passenger seat. With mine the lever was cracked and not moving the release mechanism. As I recall the new lever was around $10-15 and was very easy to change. Just remove the screw holding the lever and replace.

I did take the seat back off before I found it was the lever. The seat back is relatively easy to remove when you have the seat out of the car. there are two screws on each side and then you have to take off the cover for the head rest arm. This is a little tricky as there is a small hole in which you have to insert a small pin, punch, etc. to push and release the cover latch. The procedure is in the archives for this board which is where I found it. Once inside you can see the seat back release cables.
