seriusly this problem is sounds,like a bad headlight adjuster. If it's loose then it is, if not then it might be just a bad setup. My light was very low and I was able to adjust it higher. Also if the car was hit on the front and they reinstalled the headlight unit, maybe they did something that makes the headlight to aim very low. The small adjuster on the top adjust cca. 1cm up/down which is about 10m in the low beam adjustment. That should enough if the headlight is positioned perfectly and sits in place.
Also he stated the headlight is different then the one in the manual, that means he either has a US manual and euro healdight, or an euro manual and US headlight, as no other designg were available for the E31. I think the adjuster is only needed if the headlight isn't in place/ secure. If his adjuster is working, then he should twist that a little bit. A headlight cover should be aligned with the hood, but I've seen cars with misaligned hoods when it looks like the headlight isn't place but actually the hood is sticking out !
