Well, wish I could help, but the description makes it difficult. When you remove the painted cover (should be one screw at the back) do you see a shaft coming from the light assembly? Or an adjuster wheel? If you have US spec lights, then the shaft and/or adjuster for the up/down will be right on the top of the housing, in a curved groove. If the adjuster's missing, then the lights will fall down.

If this is not that case, then unfortunately I'm not familiar with the Euro spec lights and can't really help.

Tell us what you see when you take off the top cover and we can probably go from there.
