If the flow control turns out to be the problem I think you should contact BMW. That dealers diagnosis was inexcusable.

I would first write a letter to the President of BMW/NA and CC: the dealer GM. The BMW/NA president will of course not even read the letter but it will "filter" down from the presidents office and get attention. Trust me on this one. ;-)
