dealer info can be useful, they always register the mileage !

Emission tests also did that, but many states are not requires that anymore !

you can always tell it by looking at the tires, pedal rubber, steering wheel, shifter, seat, etc. Too low mileage and too much wear can not be good ! A car with 20-25k miles should not have any excessive wear on anything ! It is impossible to use the pedal rubber off or worn out the seats, or have a dirty headliner ! These are all sign of a lot more mileage !

Besides that tool is a great idea by some used car dealer but is it legal to sell them ????
