Climate control - Blowing hot air even when off (archive)

My '92 850I circulates hot air near the footwell area on the driver side only all of the time. Only way to cut off this hot air circulation is by turning the A/C on? The hot air only circulates when the vehicle is moving. Could this be caused by a bad water control valve or a open flap? Does any one have diagnostic or repair procedure to correct this (besides turning the A/C on all of the time)? Thanks in advance.
